Japan’s FLOWRA, Bureau Veritas Sign Floating Wind MoU

Japan’s Floating Offshore Wind Power Technology Research Association (FLOWRA) and Bureau Veritas Marine & Offshore have signed a memorandum of understanding (MoU) to collaborate on the development of floating offshore wind technologies.

The two parties say that under the agreement, they will explore opportunities to support the safe, reliable and scalable deployment of floating offshore wind, with a particular focus on contributing to the growth of Japan’s offshore wind sector.

The MoU establishes a framework for cooperation on safety, certification and technology development, including the alignment of international standards, certification approaches and industry resources.  

The collaboration is also aimed at reducing development risks and costs associated with floating offshore wind projects.

For the Japanese floating wind technical research association, the MoU comes as the latest in a series of cooperation agreements FLOWRA has signed since its establishment in 2024.

This March, FLOWRA entered into a collaboration agreement with Lloyd’s Register to explore joint work on floating offshore wind development.

Last year, the association signed an MoU with the UK’s Offshore Renewable Energy Catapult (ORE Catapult) and, separately, the European Marine Energy Centre (EMEC) to explore technology development cooperation in the field of floating offshore wind. The organisation also entered collaboration agreements with DNV, ClassNK and ABS, among others.
