Belgium: Elia Requires Offshore Platform Installation Works

Elia Asset nv is looking for contractors who will undertake the design, engineering, supply, construction, installation and commissioning of an Offshore High Voltage Substation with jacket substructure and top structure (Alpha and/or Beta OHVS) and/or a topside modular construction of an OHVS (Alpha OHVS for an artificial island) for the project Belgian Offshore Grid (BOG).

Operations, maintenance and repair will also be included for all infrastructures.

Deadline for requests for documents is March 27, and tender deadline is April 8, 2013. Divided into lots, tenders may be submitted for part or whole.

Lot 1 includes the BETA platform, an offshore platform with a jacket substructure and top structure including an OHVS with a lifespan of 30 years. Location in a wind farm concession is some 35 kilometres offshore in average depth between 20 and 30 metres.

Currently, the rough estimation of dimensions is: substructure ‒ 1,350 tons, Topside ‒ 2,300 tons; Topside with 3 levels, surface area ‒ 30m x 30m.

Connection will be done with submarine power cables: towards shore, towards Alpha and towards the wind farms.

Lot 2 is related to the ALPHA platform, also an offshore platform with a jacket substructure and top structure including an OHVS with a lifespan of 30 years. Location in a wind farm concession is some 45 kilometres offshore in average depth between 15 and 25 metres.

The rough estimation of dimensions is: substructure ‒ 1,800 tons Topside ‒ 2,600 tons; Topside with 3 levels, surface area ‒ 40m x 40m.

Connection will be done with submarine power cables: towards shore, towards Beta and towards the wind farms.

Lot 3 includes ALPHA topside, a modular topside built on an artificial island including an OHVS with a lifespan of 30 years. There is a strong possibility of a life extension programme to 50 years.

Location near a wind farm concession is some 45 kilometres offshore. The topside will be installed on a cable basement with an estimated depth of 4.5 metres.

Presently, the rough estimation of dimensions is: topside ‒ 2,000 tons, surface area ‒ 60m x 30m in height and 6 to 9 metres LAT.

Connection will be done with submarine power cables: towards shore, towards Beta and towards the wind farms. Substructure is not in scope of this tender.
