Ho Chi Minh City Reviews Feasibility Study for 6 GW Offshore Wind Development

Ho Chi Minh City’s Standing People’s Committee has reviewed a feasibility study for an offshore wind development proposed to have an installed capacity of 6 GW.

Vice Chairman of the Ho Chi Minh City People’s Committee Nguyen Cong Vinh chaired a meeting on 20 August with relevant departments to hear the feasibility study report for investment in the project, named Can Gio 2 and located between 10 and 18 kilometres off the Can Gio district in Ho Chi Minh City.

The information was shared in the city government’s report from the meeting on the direction and administration activities of the Standing People’s Committee on 20 August 2026.

According to the update, Can Gio 2 is a 6 GW offshore wind project put forward by a joint venture between Vietnamese renewable energy developers Xuan Cau Holdings and Trung Nam, and is also being proposed for inclusion in the list of projects under Vietnam’s revised Power Development Plan VIII.

According to the Global Wind Energy Council (GWEC), under its revised Power Development Plan VIII, Vietnam is targeting between 6 GW and 17 GW of offshore wind capacity by the 2030–2035 period, and between 113 and 139 GW by 2050.

The Ho Chi Minh City government’s 20 August bulletin does not provide further details on the project’s investment value, development schedule or technical specifications, but Vietnamese media reports that the Can Gio 2 project’s preliminary investment is estimated at VND 587.73 trillion (approximately EUR 19.2 billion), with financing expected to comprise equity and commercial loans and export credit agency financing.
