Netherlands Opens 1 GW Nederwiek I-A Offshore Wind Tender

The tender for the 1 GW Nederwiek I-A offshore wind energy site, located in the North Sea, has been opened, with the winner expected to be announced in the spring of 2026.

The wind farm will be located approximately 95 kilometres off the coast of the northernmost tip of the province of North Holland, in the southern part of the Nederwiek offshore wind energy zone.

The project will be connected to TenneT’s Nederwiek 1 platform. This connection is part of the 2 GW standard, which the Netherlands will gradually roll out in the coming years. The export cables will run to Borselle, where the Dutch transmission system operator (TSO) TenneT will feed the generated power into the national energy system via the high-voltage grid. 

The construction of the offshore wind farm is planned for 2030.

As with previous rounds, such as IJmuiden Ver Alpha and Beta, the permit to build the project will be awarded through a comparative assessment with a financial bid. Additional criteria are also applied to stimulate innovation in ecology, circularity, and system integration.

Originally, two 2 GW lots were to be offered in September 2025. Last year, the Ministry of Economic Affairs and Climate Policy decided to halve the scale. The government expects this will limit risks and give more market participants the opportunity to bid.

At that time, First Deputy Prime Minister of the Netherlands and Minister for Climate Policy and Green Growth Sophie Hermans indicated that Nederwiek 1-B was excluded from this tender round due to the gas transit platform K13-A, which was yet to be incorporated.

In May 2025, Minister Hermans withdrew the IJmuiden Ver Gamma A and B lots from the offshore wind tender round due to deteriorating market conditions.

Due to rising costs and lower demand for electricity than previously expected, offshore wind energy development is stalling in many countries, said the Dutch industry organisation NedZero. To prevent this from happening in the Netherlands, the Dutch government presented the Offshore Wind Energy Action Plan in September 2025.

It includes measures to financially support the construction of new offshore wind projects and also offers solutions to further stimulate demand for offshore wind energy.

After the tender for the Nederwiek I-A site closes on 30 October, the Netherlands Enterprise Agency (RVO) will begin its assessment phase, with the winner expected to be announced in the spring of 2026.

Nederwiek I-A is the first of several lots in this area. When the tenders for the Nederwiek I-B and II sites will follow depends on the cabinet formation, NedZero said. The Dutch government expects to publish a new roadmap in 2026.
