USA: BOEM Publishes Draft for ROW Grants

The Bureau of Ocean Energy Management (BOEM) has announced the publication of a draft form for right-of-way (ROW) grants of submerged lands on the Outer Continental Shelf (OCS) to support renewable energy development.

BOEM is requesting feedback on the form, which is intended to streamline the agency’s process for authorizing cable projects that support offshore wind development.

A ROW grant is an authorization issued for use of a portion of the OCS for the construction and use of a cable or pipeline for transmitting electricity or other energy product generated or produced from renewable energy.

The ability of a ROW grantee to install such a cable or pipeline and operate such activities would be subject to the applicable approvals specified in BOEM’s regulations.
