In November, the developer obtained a pre-approval from the Zhoushan Ocean and Fishery Bureau (ZSOAF) to use the area for an offshore wind project, with ZSOAF leaving a 20-day period for public comments.

On 8 January, Shanghai Zhenhua Heavy Industries (ZPMC) announced that it had won a contract to build the offshore substation for the offshore wind farm.

ZPMC is in charge of the overall construction, transportation, and installation of the 220kV offshore substation.
