The Port of Raahe in Finland and Buss Ports have signed a memorandum of understanding (MoU) to explore the development of the port as a logistics and installation base for offshore wind projects in the Gulf of Bothnia.
Under the agreement, the parties will assess infrastructure requirements, engage with industry stakeholders and examine how the port can support future offshore wind developments in Finland and the wider Bothnian Sea region.
The partnership follows the opening of the Port of Raahe’s Deep Quay 3 in September 2026, an investment aimed at preparing the facility for offshore wind activities. The port handles around 600 vessel calls annually and is located on Finland’s northern coast.
"The opening of the new Deep Quay 3 marked an important milestone for our port and demonstrates our commitment to serving the future offshore wind industry and reaching Finland's carbon neutrality target. Now, through this cooperation with Buss Ports, we bring together strong local infrastructure and extensive offshore wind logistics expertise to create an attractive offering for future projects in the Gulf of Bothnia", said Seppo Vehkaoja, Managing Director of the Port of Raahe.
Several offshore wind projects are under development in the Gulf of Bothnia, including OX2’s Halla, Laine and Tyrsky projects, Ilmatar’s Bothnia and Bothnia West, and Metsähallitus’ Ebba project off the coast of Pyhäjoki and Raahe.
The Port of Raahe has previously been identified as a potential logistics base for OX2’s Halla project.
The parties said the agreement will combine the port’s infrastructure with Buss Ports’ offshore wind logistics expertise as Finland’s offshore wind market develops.
"Offshore wind in Finland is still at an early stage, but the long-term potential is substantial. Together, we want to contribute to creating suitable port and logistics solutions for future offshore wind projects. Ports play an integral role in enabling and de-risking offshore wind developments, and we are pleased to bring more than 15 years of experience in offshore wind logistics and terminal operations to this cooperation", said Claas Pinkenburg, Managing Director of Buss Port Logistics.
