Taiwan Set to Launch 3.6 GW Offshore Wind Auction

Taiwan’s Ministry of Economic Affairs (MOEA) will launch an auction round for the third phase of its offshore wind zonal development programme in April, offering up to 3.6 GW of capacity.

According to a 27 March press release from MOEA, the tender will open for applications on 1 April and run until the end of September, with results expected to be announced by the end of 2026. The projects awarded capacity in this round are planned to achieve grid connection between 2030 and 2031.   

Developers will be selected based on three main criteria: performance record (35 per cent), financial capacity (30 per cent), and project execution capability (35 per cent). To qualify, bidders must score at least 70 per cent overall.

The evaluation will also place emphasis on ESG factors and energy resilience. ESG requirements focus mainly on local economic benefits, environmental sustainability, and corporate responsibility.

A new incentive mechanism has been introduced, offering up to five years of extended power sales for projects that achieve early completion and grid connection, and that contribute to local industry and economic development.

While corporate power purchase agreements (CPPAs) will remain the primary pricing mechanism, this phase introduces a minimum guaranteed purchase price of TWD 2.29/kWh (around EUR 0.062/kWh) to support project financing and reduce development risks.

In addition, a new capacity expansion mechanism allows awarded developers to increase their allocated capacity by up to 50 per cent, improving the efficient use of maritime space, according to the Ministry.

In Round 3.2 in 2024, the Taiwanese government awarded 2.7 GW of capacity to five projects.

Taiwan is targeting 13 GW of offshore wind by 2030 and up to 55 GW by 2050. As of 26 March 2026, Taiwan’s installed offshore wind capacity has reached 4.5 GW, according to MOEA.
