Finnish wind energy service provider Arenso and Utilitas Wind have signed an agreement for cooperation on the 1.2 GW Saare-Liivi offshore wind project in Estonia.
Arenso was assigned to prepare a basic design for the offshore wind project. The work was launched in February and is planned to be completed by the end of July 2025.
The purpose of the cooperation between the two companies is to prepare a basic design package for future design phases, permitting tasks, planning of construction work and operation.
“We believe Estonia holds great potential for offshore wind energy. Developing offshore wind power would help lower electricity prices, enhance supply security by reducing reliance on costly and polluting fossil fuels, and significantly contribute to reducing the production deficit across the Baltic region. Our collaboration with Arenso will enable us to identify the best technical solutions and advance the project according to the planned timeline,” said Andrus Zavadskis , Member of the Board of Utilitas Wind.
In 2021, Utilitas submitted a building permit application for the Saare-Liivi offshore wind farm, and the Consumer Protection and Technical Supervision Agency (CPTRA), which manages the state consent process, initiated the building permit procedure in 2022.
The project’s environmental impact assessment (EIA) was approved by CPTRA in January 2023.
In the first phase of development, the developer plans to install approximately 80 turbines with a total capacity of 1,200 MW and an expected annual electricity production of more than 5 TWh.
